Belton and Raymore drive Cass County's exurban growth

The north end of Cass County is where Kansas City's southern suburbs spill over, so buyers there deal with active city layers, annexation, and rapid development on top of the county.

The north end of Cass County, around Belton and Raymore, sits right where Kansas City’s southern suburbs cross the county line. It is the fastest-changing part of the county. Over on the east side, Pleasant Hill sits along the rail and highway corridors.

If you are buying here, here is the key thing to know. You are not just dealing with rural county government. You are also dealing with a city. That means the city handles its own zoning (rules for how land can be used), utilities, building permits, and sometimes annexation (when a city adds nearby land). All of this sits on top of the county, which still does your property assessment and tax collection.

In a fast-growing area, things can change from block to block. Lot lines, subdivision rules, and even which city provides water and sewer may differ. So check both the city and Cass County for any address. Confirm who handles permits and utilities before you assume anything.
