City vehicles can need Gateway emissions testing
The Gateway Vehicle Inspection Program includes vehicles registered in St. Louis City, so emissions can be part of the plate-renewal checklist.
St. Louis City drivers have a vehicle step that most Missouri counties do not. The Gateway Vehicle Inspection Program says it covers vehicles registered in the St. Louis area, including the city of St. Louis. The vehicle-owner page explains that the program combines safety-inspection and emissions-testing requirements for covered vehicles.
The practical move is to check Gateway VIP and your Missouri Department of Revenue renewal information before you go to a license office. A City tax receipt or waiver may solve the personal-property side of renewal, but it does not answer the emissions question.
If your vehicle is exempt, newly purchased, out of state, or near a deadline, use the official Gateway and DOR pages rather than guessing.
