The Assessor in Hillsboro is where the personal-property record begins. Each year, the county values many vehicles, boats, trailers, and similar items owned on January 1. That assessment list is what later lets the Collector bill the tax.
The paid receipt comes later. Missouri DOR requires either a paid personal-property tax receipt or a statement of non-assessment when plates are renewed. If you moved into Jefferson County, changed vehicles, or missed the assessment form, the Assessor is the office to sort out the record. The Collector can only collect cleanly from the assessment roll already in place.
