Road maintenance changes at city limits

Jackson County Public Works handles road maintenance in unincorporated areas, while road problems inside city limits should go to that city's public works department.

A pothole near Independence, Kansas City, or Lee’s Summit can cross office lines without moving very far on the map. Jackson County Public Works handles roads and bridges in unincorporated areas where the county has possession and control. Inside city limits, the city public works department is usually the road-maintenance door.

That split can affect signs, bridges, drainage complaints, and everyday pavement problems. A road can look countywide to a driver, while the legal responsibility sits with a city, the unincorporated county, a private road setup, or the state highway system.

The first question is the location layer. City street, unincorporated county road, private road, and state route are four different paths, even when they all show up on the same Jackson County errand list.
